The ICED Council is formed by the Presidents, or their designates, of a country's academic staff development network(s). A list of current members is available.

ICED was first convened in Oxford in 1993 by Graham Gibbs, Centre for Higher Education Practice (CeHEP), The Open University. Graham is an honorary life-time member of the ICED Council and Convenor of the Consortium.

The Chair of the ICED Council is elected by the ICED Council Members for a period of two years. The current Chair of the ICED Council, for the period July 2002 to July 2004, is
